Post Elections Incidents: Police raid observers’ office, arrest staff
Police yesterday raided and seized 24 computers from an office used by the Tanzanian Civil Society Consortium on Election Observation (Tacceo) to receive election reports from various regions.
At around 2pm armed police officers stormed the centre, located within the offices of the Legal and Human Rights Centre (LHRC) at Mbezi Beach in the city and also grabbed 25 mobile phones for investigation purposes. The police also arrested 36 data clerks at the centre.
Speaking to the media at the scene, acting executive director of the LHRC, Ms Imelda-lulu Urio, said police officers told them they suspected the centre was collecting, tallying and distributing election results to the public.
The dramatic arrest lasted about five hours following arguments between police officers and officials of LHRC.
When the police officers stormed the centre, they locked in data clerks at the room and ordered them to pack all computers and mobile phones in boxes so they could take them to the Central Police Station for investigation.
However, due to arguments between the two parties, police spent five hours before leaving with the items and clerks to the police station at around 7.30pm.
Ms Urio complained that the police stormed their offices a search warrant and did not inform local leaders of the raid.
LHRC director of Advocacy and Reforms, Mr Harold Sungusia, said Tacceo was working legally under the accreditation of the National Electoral Commission (NEC) to observe the 2015 General Election through at least 240 observers countrywide.
“What police has done today is unacceptable and cannot be tolerated. This is rape to democracy,” said Mr Sungusia.
He said following the incident, they are worried that they cannot complete compiling their report on election observation.
Yesterday’s incident comes just four days after the police raided vote-tallying centres used by the main opposition Chadema and arrested several officials who were operating the centre.
The incident occurred last night around 10 pm when their officials were continuing with collecting results from various wards around the country.
The centre had 800 officials who were contacting thousands of their party’s agents around the country.
Chadema alleged that its centre was doing the same work as a Chama cha Mapinduzi which is located at Mlimani City area.

Magufuli receives winner’s certificate for the presidency in Dar
Dr John Magufuli has officially received the General Election winner's certificate for the presidency at an early morning ceremony in Dar es Salaam.
NEC Chairman Judge Damian Lubuva handed the certificate to Dr Magufuli and his running mate Ms Samia Suluhu Hassan who is destined to be the first woman vice president in Tanzania.
The ceremony was attended by top Government leaders led by President Jakaya Kikwete, Prime Minister Mizengo Pinda and scores of foreign dignitaries, including the Common Wealth election observer team leader and former Nigerian President Goodluck Jonathan as well as Armando Guebuza of Mozambique.
The main opposition challenger for the race Mr Edward Lowassa who has disputed the election outcome did not attend the function but other smaller candidates were in attendance
Magufuli won the tight race with 8.8 million votes, beating his closest rival with a margin of 2.8 million votes. Speaking on behalf of the opposition, Anna Mghwira of ACT-Wazalendo accepted the victory of Dr Magufuli and challenged him to implement the ‘change’ which was used by political parties during the campaign. “I beg the president-elect to implement ‘change’ which is the desire of all Tanzanians.
The first change is to bring us a new constitution which will be the product of the people’s opinions and other significant changes will follow,” said Mghwira. According to Mghwira, Dk Magufuli has to strengthen national unity, to promote gender-equality, and to improve the economy and fight poverty.

European Union Shows Its Concern Over The Cancellation of The Zanzibar Election Results
The Delegation of the European Union has said expressed its disappointment over cancellation of the Zanzibar election results.
According to the statement released today in Dar es Salaam, the delegation supports the statement issued by the international observer missions yesterday.
The EU said in the statement that it is very concerned by the decision by ZEC Chairman to annul the election results because before he took such a move there were no any indication of irregularities.
The statement adds that the move to annul the results was amazing since all the international observers gave a positive assessment of the quality of the voting process.
“The Delegation of the European Union calls on ZEC to find a way forward that respects the will expressed by the Zanzibar people in the polls on October 26,” reads part of the statement.
It further urges ZEC to resume and complete the tallying and announcement of vote results swiftly.
It also calls on the CCM and CUF leadership to let their supporters remain calm, while they plan for constructive dialogue as the primary mean to resolve differences.
“The two political parties, as members of the Government of National Unity of Zanzibar, should make every effort to preserve the democratic and economic gains acquired following many years of effort,” says the statement.

CCM Wins 132 constituencies out of 176
Dar es Salaam. Out of 176 parliamentary seats out of the 264 constituencies, CCM had scooped 132 constituencies followed by Chadema with 33, CUF nine and one each for NCCR-Mageuzi and ACT-Wazalendo.
The results announced by returning officers in respective constituencies indicated that CCM still occupies in its strongholds in Morogoro, Dodoma, Tanga, Tabora and Mtwara regions.
Chadema and CUF took over some of CCM’s long time monopolies in Bukoba Urban, Tanga Urban, Kinondoni and Temeke in Dar es Salaam, Mbozi in Mbeya Region and Simanjiro in Manyara Region.
Chadema continued to dictate its political prowess in Kilimanjaro, Arusha and Mbeya where it scooped almost all constituencies leaving only one or two to the ruling party.
Chadema had teamed up with the Civic United Front (CUF), the National League for Democracy (NLD) and NCCR-Mageuzi in a coalition called Ukawa.
NCCR-Mageuzi managed to grab only one seat in Vunjo taking it over from Tanzania Labour Party’s Augustine Mrema.
But NLD performed disastrously after it failed to win a single seat, and the party was immensely affected following the death of its chairman, Mr Emmanuel Makaidi, who was vying for Masasi constituency in Mtwara Region.
CUF also had its share of the parliamentary seats when until yesterday it boasted of nine seats from last Parliament’s two seats of Kilwa South and Lindi Urban.
And newcomers ACT-Wazalendo party headed by young politician Zitto Kabwe also left an indelible mark in Tanzania’s politics when the party bagged the Kigoma Urban constituency which for a long time was occupied by Mr Zitto when he was a member of Chadema.
All in all, the 2015 parliamentary elections were very competitive and saw political heavyweights, especially from the ruling CCM being defeated by youthful candidates.

More female MPs to National Assembly
Dar es Salaam. The October 2015 General Elections have increased the number of elected female MPs, adding to the growing voices of women in the National Assembly.
The new female MPs from different political parties will join the usual suspects such as the ruling CCM’s Jenista Mhagama representing Peramiho constituency in Ruvuma Region and Chadema’s Halima Mdee representing Kawe constituency in Dar es Salaam Region.
According to parliamentary election results; the new faces include Mboni Mhita (Handeni Rural—CCM), Ester Bulaya, an immediate former CCM special seats MP.
Bulaya crossed to Chadema in July and won the Bunda parliamentary seat after beating Mr Stephen Wassira, long-time MP on the ticket of the ruling CCM.
Bulaya who crossed to Chadema in July scooped 25,508 votes against Wassira’s 19,126 votes.
Another female MP, who decided to do away with the special seats slot and vie for an electoral parliamentary seat Esther Matiko of Chadema was declared a winner for the Tarime Urban constituency after scooping 20,017 votes against 14,025 votes for Mr Michael Kembaki of CCM.
“During the campaign rallies I promised Tarime residents that I will work with them to develop our constituency; I just want to assure them that I will honour the promise,” said Ms Matiko.
Other new female MPs are Pauline Gekul (Babati-Chadema), Janeth Mbene (Ileje-CCM), Susan Kiwanga (Mlimba-Chadema), Angelina Mabula (Ilemela-CCM), Magdalena Sakaya (Kaliua-Cuf) and Mary Chatanda (Korogwe Urban-CCM).
These new faces will join veterans such as Mary Nagu (Hanang-CCM) and Margaret Sitta (Urambo-CCM).

Maalim Seif asks Kikwete, Shein to Take leadership responsibility
Zanzibar’s CUF presidential candidate, Maalim Seif Sharif Hamad, has asked presidents Jakaya Kikwete and Ali Mohamed Shein to observe constitutions and laws of the land during their last days of leadership:
“I sincerely call upon president Kikwete and president Shein to avoid using excessive force and cooperate in maintaining peace and protecting the rights of wananchi. I’m ready to cooperate with them as I have been doing all the time. We need to cooperate to save Zanzibar and Tanzania from the international disgrace,” Maalim Seif said.
Speaking about the cancellation of election results, Maalim Seif said it was a personal statement by the chairman of the Zanzibar Electoral Commission (ZEC), Jecha Salum Jecha, adding that CUF has been given strength following the statements by two ZEC commissioners who confirmed that Jecha’s statement was personal.

Dr Magufuli won the election with 58.46 per cent of the vote, the National Electoral Commission announced on Thursday afternoon.
The opposition Chadema party, whose candidate Edward Lowassa came second with 39 per cent, declined to sign the consent forms.

EAC releases poll result report
Arusha. The East African Community (EAC) has released a preliminary report on last Sunday's polls stating it is concerned by the number disputes arising from disputed presidential results.
"There is need to establish a mechanism to manage disputes caused by presidential results", the report signed by the Head of the EAC Observer Mission Mr. Moody Awori stated.
Mr. Awor is a former vice president of Kenya and headed a 55-member team from the Community to observe the Tanzanian polls.
The report comes amid claims by the Coalition of People's Constitution (Ukawa) that NEC's poll results favour the ruling CCM party, an allegation the commission has vehemently refuted.
This year's poll for a Union president is a two-horse race between CCM's Dr. John Pombe Magufuli and the Ukawa presidential candidate, Edward Lowassa, the former prime minister who defected to the opposition recently.
The EAC, which deployed 18 teams of observers to various parts of the country, including Zanzibar, was not categorical on what can be done about disputed presidential votes but suggested the system should be reviewed to benefit all parties.

More than 200 people arrested in connection to violent attacks in Mbozi and Rungwe
Rungwe/Mbozi. Police have arrested 270 people in connection to violent attacks in Mbozi and Rungwe on Monday and Tuesday respectively.
Mbeye Regional Police Commander (RPC) Ahmed Msangi said 116 people-mainly young people- were arrested in Rungwe, while 116 were arrested in Mbozi.
Mr Msangi said these individuals were attempting to force the National Electoral Commission to announce Vwawa, Mbozi and Rungwe constituencies results.
Furthermore, Tuesday saw police using force to disperse supporters of one parliamentary candidate who rioted to force returning officer for Rungwe constituency to announce the result.
On Monday, a primary court building and CCM office were set ablaze by unknown individuals demanding authorities announce parliamentary results for Vwawa and Mbozi constituents.
The incidents occurred separately on Monday night according to Mbozi district commissioner Mr Mohamed Namohe.

Continue with electoral process, US tells ZEC
Dar es Salaam. The United States government has opposed the Zanzibar Electoral Commission's (ZEC) decision to nullify the general elections advising the body to continue with the current process.
According to a statement released to the media by the US embassy in Dar es Salaam the US was alarmed by the recent statement by ZEC chairman, Jecha Salum Jecha.
The US statement opined that the action halted an orderly and peaceful election, as evaluated by observer missions from the U.S. Embassy, European Union, Commonwealth, and Southern Africa Development Community.
According to the statement the announcement came at a time when the tabulation process was nearing completion.
“We call for this announcement to be recalled, and urge all parties to maintain a commitment to a transparent and peaceful democratic process. The people of Zanzibar deserve that,” read part of the statement.
Earlier on before the election was nullified the US embassy urged ZEC to make sure the process is concluded in a timely and transparent manner.
The US also urged Zanzibar authorities to respect the role of official observers by allowing them full and free access to all elements of the election process.
Chadema takes Serengeti with 18 ward win
Serengeti: Former deputy Minister in Prime Minister’s office (Regional Administration and Local Government) Mr Deogratius Mwita was defeated in his bid to clinch Ring’wani civic seat.
Dr Mwita, who served as Serengeti MP between 1995 and 2005, was defeated in the race for the Ring’wani ward councillorship seat by Chadema candidate Mr Maiso Maiso.
In 2005 parliamentary election the former deputy minister, who had also served as Kilombero District Commissioner, lost his seat to Dr James Wanyancha.
Chadema will lead Serengeti district council after the party won in 18 wards out of 30 wards.

Dar es Salaam. According to Tanzanian Civil Society Consortium on Election Observation (TACCEO), there is lack of transparency in the ongoing tallying of votes, casting doubt on the accuracy of figures released by the National Electoral Commission (NEC).
The report came barely a day after the European Union (EU) expressed concern about lack of transparency in electoral bodies in the Mainland Tanzania and Zanzibar.
However, the African Union (AU) and SADC observers have described the exercise as free, fair, transparent, credible and peaceful.
At a joint press conference in Dar es Salaam today, TACCEO chairperson Martina Kabisama said there was excessive use of force by security organs which was contrary to human rights. “Police officers were using tear gas canisters and beating citizens something which is against human rights and these acts have happened in different constituencies,’’ she said.
Therefore, she suggested that stop applying excessive force towards civilians because by doing so they are making people to believe that in order to have democracy, chaos is inevitable.

Wife of celebrated hip-hop singer, 2Face Idibia, Annie Idibia, has shaved her hair in a bid to create awareness for breast cancer among women in the society and the importance of early detection through regular check-ups.
The month of October is mostly dedicated for the campaign and since the beginning of the month, several campaigns have been organized for cancer awareness. Annie, as part of her own contribution, shaved her hair.

And On joining WildAid as Global Elephant Ambassador Lupita says that “Outside of acting, right now, I have just become a global ambassador for WildAid which is an elephant conservancy organization trying to popularize being ivory free and saving elephants from extinction because at the rate we're going, in about ten years, we're going to have no more elephants. It's definitely a passion of mine and I'm looking forward to the work that I'm going to do with that organization. Other than that, I like to cook and spend time with my friends and watch movies and I love to dance.”

Tanzanian election commission has already announced the results of all the contested parliamentary seats in their country.
All attention was shifted Joseph Haule popularly known as Professor Jay, after he rubbed off completion to clinch the parliamentary seat he was eyeing.
But Professor Jay isn’t the only Bongo celebrity who contested the Tanzanian elections. Veteran comedian Rashid Mwinsheshe aka Kingwendu contested for Kisarawe parliamentary seat, unfortunately majority of the voters thought he wasn’t good enough.
Kingwendu vied on Chama Cha wananchi (CUF) ticket (an affiliate party of the opposition Chadema). The comedian hasn’t given up on his dream to be called ‘honorable’.

Baadaye, inadaiwa P Funk alianza kubaini mabadiliko kwa mwanaye, ikiwemo kujichanganya na makundi ya wasanii akiwa ameongozana na mama yake, kitu ambacho hakukipenda.
“Wakati anaishi kwa baba yake, Paula alikuwa na uwezo mzuri tu darasani, lakini sasa hivi, anavurunda kutokana na tabia anazofundishwa na mama yake, maana kila mahali alipo Kajala na huyo binti yupo, kwenye vikao na wasanii wa Bongo muvi, wakati mwingine usiku,” kilisema chanzo hicho.

UKAWA wapinga Matokeo ya Uraisi yanayoendelea kutangazwa Nchini, Watoa Rai kwa Jumuiya ya Kimataifa Kuingilia Kati

Tumewaita hapa kuwaomba muwaeleze Watanzania wenzetu, jumuiya ya kimataifa na marafiki zetu wengine wa ndani na nje, kwamba hatukubaliani na matokeo ya uchaguzi mkuu wa rais, yanayoendelea kutangazwa na Tume ya Taifa ya Uchaguzi (NEC), kote nchini.
Hii ni kwa sababu, upo ushahidi wa wazi unaothibitisha kwamba utangazaji wa matokeo hayo umevurugwa kwa makusudi na watendaji ndani ya NEC kwa kusaidiana na Chama Cha Mapinduzi (CCM).
Katika maeneo mengi ambako matokeo yameshatangazwa mpaka sasa, kilichoripotiwa kuwa matokeo ya uchaguzi wa urais, hakifanani wala kuendana na matakwa halisi ya wananchi.
Matokeo mengi yamesheheni udanganyifu, ulaghai na yameandaliwa kwa lengo maalum la kumbeba mgombea wa CCM, John Pombe Magufuli.
Katika baadhi ya majimbo ya uchaguzi, kura zetu zimepunguzwa na kuongezwa kwa mgombea wa CCM; maeneo mengine, kura zilizotangazwa zimetofautiana na idadi halisi ya kura zilizopigwa.
Kwa mfano, matokeo yaliyotangazwa na NEC katika majimbo ya Mkoani na Mtambile, kisiwani Pemba, Makunduchi, Kiwengwa, Donge, Tunduru, Tunduma, Same Mashariki, Chambani, Tandahimba, Kilindi na kwingi kwingineko, ni miongoni mwa matokeo yanayothibitisha kuwa hiki kinachotangazwa na NEC, siyo kura za uchaguzi mkuu wa rais. Tunaweza kuiita, “mzimu wa uchaguzi.”

Tangu kuanza kutolewa kwa matokeo ya uchaguzi huu, viongozi wetu wanaounda Umoja wa Katiba ya Wananchi (UKAWA) – mimi mwenyewe juzi na jana Mhe. Freeman Mbowe, James Mbatia na Profesa Abdallah safari walilieleza kasoro zilizojitokeza katika matokeo ya rais,
Hata hivyo, Tume imeendelea kutangaza matokeo hayo, bila kujali kile ambacho tumekieleza na kukilalamikia, kana kwamba tunachokisema ni ujinga, uzushi na uwendawazimu. Hili halikubaliki.
Aidha, katika maeneo mengine, likiwamo jimbo la Ubungo, matokeo yaliyoko mikononi mwa msimamizi wa uchaguzi, yanatofautiana na yale ambayo yamekusanywa kutoka katika vituo vyote vya jimbo hilo.
Hali kama hiyo ipo pia katika majimbo yote ambayo wagombea wa CHADEMA na wale wa vyama washirika vya CUF na NCCR – Mageuzi, ama wamekuwa na nguvu kubwa au wameibuka washindi.
Upo ushahidi wa wazi ambao, ninyi waandishi mnaweza kwa kutumia uandishi wenu kuuthibitisha kwamba, katika majimbo yote ambako wagombea wa UKAWA wameshinda, TUME imechelea kutangaza matokeo ya urais kwa sababu zinazothibitisha kuwapo kwa mikakati ya hila.
Ikumbukwe kwamba matukio yote haya ya NEC kutangaza matokeo yaliyochakachuliwa yamekuja baada tu ya Jeshi la Polisi kuvamia vituo vyetu vitatu vya kuhesabia kura na kuwakamata wataalam wetu waliokuwa wakipokea matokeo ya kura za rais nchi nzima ambayo hadi uvamizi huo ulipofanyika tulikuwa tukiongoza katika maeneo mbalimbali.

Tunaamini kwa dhati kwamba, uvamizi huo ulifanyika mahususi kwa malengo ya kufanikisha uchakachuaji huo ambao sasa tunauona ukiendelea kufanyika kupitia matangazo yanayoendelea kutolewa sasa na NEC.
Wakati tukijua kwamba NEC ndiyo mamlaka pekee ya kisheria ya kutangaza matokeo ya urais, tunapenda kuwataarifu Watanzania na jumuiya ya kimataifa kwamba hadi wakati uvamizi huo ulipofanyika kura zetu za urais tulizokuwa tumezikusanya zilikuwa zikionyesha tukiongoza kwa asilimia zaidi ya 60.
Kutokana na makosa hayo makubwa na ya makusudi yanayofanywa na watendaji wa NEC, mimi Edward Ngoyai Lowassa, mgombea urais wa Jamhuri ya Muungano na Mgombea Mwenza, Juma Duni Haji, tunautangazia umma wa Watanzania na Jumuiya ya Kimataifa, kwamba hatukubaliani na matokeo yanayotangazwa na NEC.

Kutokana na makosa hayo makubwa, tunaitaka NEC kusitisha mara moja utangazaji wa matokeo ya urais na kuanza upya kufanya uhakiki wa kile wanacholetewa na wasimamizi wa majimbo ambacho ushahidi unaonyesha kuwapo kwa vitendo vya hila ambavyo vinafanywa na NEC.
